For a USCIS filing, 8 CFR 103.2(b)(3) requires a Japanese-language koseki to be accompanied by a full English translation that the translator has certified as complete and accurate, plus a certification by the translator of competence to translate Japanese into English. 8 CFR 103.2(b)(3) does not mention notarization. No. 8 CFR 103.2(b)(3) does not prescribe ATA certification, ATA membership, or a government translator license. The distinction is between certifying the Japanese-to-English translation and requiring a particular professional credential. Koseki tohon means the full Japanese family-register record, covering all family members in that register. Koseki shohon is the record for one individual family member.
