A certified translation is a complete English translation of a foreign-language document, accompanied by a signed certification that the translation is true, accurate, and complete and that the translator is competent to translate — the requirement set out in 8 CFR 103.2(b)(3). No. A certified translation includes the translator’s signed statement that the translation is complete and accurate — that is what USCIS requires under 8 CFR 103.2(b)(3). Notarization only verifies the identity of the person signing; it adds nothing USCIS asks for. For USCIS filings, a properly certified translation is sufficient on its own.

USCIS requires the translator to certify that they are competent and that the translation is complete and accurate.
