The rule (8 CFR 103.2(b)(3)): Any document in a foreign language must be accompanied by a full English translation that the translator has certified as complete and accurate, along with the translator’s certification of competence.

What this means in practice:

  1. Full translation — every word on the document, including headers, stamps, seals, handwritten notes, and annotations
  2. Certificate of accuracy — a signed statement from the translator certifying the translation is complete and accurate
  3. Translator competence — the translator must certify they are competent to translate from the source language to English

USCIS does not require:

  • A notarized translation (though some attorneys prefer it)
  • ATA certification of the individual translator
  • Translation by a specific company or agency
